According to Reuters, India increased import duty for crude & refined sunflower oil from 12.5% & 20% to 25% & 35% respectively. As a reminder, India is a major importer of Ukrainian sunoil. In 2016/17 MY Ukraine exported 2 MMT of sunflower oil to India. In Sep 2017, exports reached 95 KMT, +15% y/y. Possibly, importers intensified purchases due to rumors about possible increase in duties.
